Our research suggests that there is much more credit activity in Indian country than is indicated in anecdotal reports or in assertions accepted as “common knowledge.” Over the period 1993 through 1999, the 15 tribal areas, in the aggregate, generated 86,835 loan applications for purchase, refinance, or improvement (including 4,310 applications by American Indians). These resulted in 40,752 loans (including 1,841 loans to American Indians) from financial institutions that report HMDA data. Even places such as Pine Ridge and Rosebud, where mortgage activity has been considered virtually nonexistent, seem to have experienced at least nascent mortgage volume. The sharply upward trend observed in mortgage-lending activity during the period in Pine Ridge, Rosebud, and the other 13 tribal areas studied provides another positive sign of progress.
